The Regulation on Energy Performance in Buildings  issued by the Ministry of Public Works and Settlement 1 year ago, comes into force as of 5 December 2009. According to this; new buildings will be designed in accordance with the regulation, thermal insulation and external façade sheathing will be inspected and limited annual energy consumption according to the amount of "Energy Identity Certificate" will have. 

This document, which can be described as "energy deed", shows 'how much energy your house spends, including annual lighting'. If you, as a homeowner, insulate your walls, make the windows double glazing and fulfill the necessary regulations, you can go to the relevant legal authority and request that you increase your energy identity. 

The document contains information on the building's energy needs and energy consumption classification, insulation characteristics, exterior sheathing and the efficiency of heating and cooling systems. The annual energy needs of the houses are calculated. For this purpose, the amount of energy used for heating, cooling, sanitary hot water production and lighting is considered. 

Under the document, houses are classified from A to G. Class A; and low GEG emission greenhouse (GHG Emission Indicator) emissions, G class wastes energy and high SEG emissions. 

This document will apply to new buildings with a total area of ​​use of one thousand square meters and above. Existing buildings will be allowed 10 years to be included in the system. 

If the Energy Identity Certificate is not applied or the subject of the complaint will be filed a criminal complaint against the building owners. 

Insulation reduces the heating and cooling consumption of buildings by 50 percent. This means that the electricity and natural gas bills you pay each month are seriously reduced.

WHAT IS THE DEAL BUILDING STANDARD? HOW MUCH COST IS THIS APPLICATION REQUIRED? 

Kubilay Ulu, Chairman of the Board of Directors of XPS Thermal Insulation Industrialists Association, answered questions about energy consumption and thermal insulation of buildings and exterior sheathing. 

 What Is Thermal Insulation And Exterior Sheathing And How Can It Benefit The Building?

We aim to provide the ideal heat and humidity environment by heating in winter and cooling in summer in order to provide indoor comfort conditions in the buildings we live in. Heat insulation and exterior sheathing of the building's heat-losing building components (roofs, walls, floors, windows, etc.) are protected against heat losses, minimum energy expenditure is trying to provide indoor comfort conditions.

Thermal insulation and exterior sheathing is not only intended to protect buildings from the cold in winter and to save heating energy, but also to save air-conditioning energy that we use to cool our spaces in summer. Thermal insulation; The creation of healthy living conditions reduces fuel consumption, allowing consumers to heat and cool with low fuel costs, thereby reducing air pollution. In this way, 50% of the energy is saved on average and greenhouse gas emissions from fossil fuel consumption are reduced at the same rate. 

In addition, thermal insulation and exterior sheathing create a healthy and comfortable living spaces by preventing the formation of mold, stain, fungus and bad odor caused by moisture. Because these problems in buildings are the precursors of serious illnessesBecause heat insulation protects the carrier system of the building against corrosion, it also increases the safety of the building against earthquakes.

- How much does it cost and how? 

If the application of sheathing is decided during the project phase of the buildings and applied during the construction phase, the initial construction cost is much lower. Thermal insulation (building under construction) costs only 3 to 5 percent of the cost of the building. It is also possible to insulate existing buildings. In this case, depending on the climate zone of the building, the thickness of the slab used, construction site application conditions, the cost of jacketing is approximately 30-40 TL per square meter including insulation products, plaster, paint and application. Between TLHowever, this should definitely not be seen as a cost. Because thermal insulation already pays its cost in a few years with an average of 50 percent decrease in bills provided in both winter and summer months and saves over the life of the building. Therefore, it is an investment that gains from the moment heat insulation is applied 

Thermal insulation and exterior sheathing is the application of thermal insulation of the outer walls of the buildings with thermal insulation plates that cover the building shell. All surfaces to be applied must be free of swollen plaster, swollen paint residues, dust, dirt and oil. First of all, the base profile chosen according to the thickness of the insulation board used is placed on the surface of the building, making sure that it is on its string and balance. Then, sheathing plates are adhered to the surface and doweling is performed in order to prevent the system from being damaged by wind turbulence effects. Corner profiles are used in the exterior thermal insulation and exterior sheathing applications as the corners are the regions with the highest risk of cracking and are also the most exposed to mechanical stresses. A door and window profile is placed between the door and window frame and the thermal insulation plate. One day after laying the thermal insulation boards, surface plaster is applied. After the application, the surface becomes suitable for exterior cladding and exterior cladding.

The sheathing must be completed with a top coat of at least 1-1.5 mm thickness. The decorative coating should be done after the second coat of plaster is completely dry (about 7 days). Cement or water-based coating materials should be used as coatings. 

What is "Energy Identity Certificate" and what is its obligation? 

The  Energy Identity Certificate is a document that contains information on the energy requirement of the building and energy consumption classification, insulation properties and efficiency of heating and cooling systems. In this calculation, the amount of energy used for heating, cooling, sanitary hot water production and lighting of the house is taken into consideration. 

The residences will be classified from A to G just like white goods. Class A; greenhouses with low SEG emissions (GHG Emission Indicator), and G class houses with high SEG emissions. 

The regulation initially covers new buildings. Existing buildings should be compatible with the system within 10 years, that is, they should be thermally insulated. According to the Energy Performance Regulation on Buildings, which will come into force on December 5, 2009, the issuance of an Energy Identity Certificate will be mandatory for all new buildings within the municipal boundaries. If there is no Energy Identity Certificate attached to the project, the projects of the building and the building usage permit will not be approved by the relevant administrations. Construction and use of buildings whose projects are not approved will not be allowed. In case the Energy Identity Certificate is not applied or the subject of the complaint, a complaint will be filed against the building owners in opposition to the law.

- What are the points that consumers should know and pay attention to? 

When buying or renting a new home, consumers need to look at the Energy Identity Card for that building. Thanks to the document, as I mentioned above, before you buy or rent a house, you will be able to know in advance how much energy that house will consume in lighting, heating and cooling. In this case, too, no one will prefer a house that is proven by the document that consumes more energy. There is also no concealment of this document. Because a copy of the Energy Identity Certificate will have to be hung in a visible place of buildings. Landlords also need to start taking the necessary measures at home. Because 10 years later, the same obligation will be present for existing buildings.

Those who want to buy or rent houses from existing buildings built before this regulation should at least question whether the building is thermally insulated. 

 What should people pay attention to heat insulation and exterior sheathing? 

When it is decided to have sheathing, the most critical point is that the products to be selected are a package system. Package systems used in the application of thermal insulation; offers all materials such as heat insulation board, adhesive, plaster, mesh, dowel and surface coating materials together. The reliability of these package systems should be proven by aging and performance tests prepared for external wall thermal insulation systems. With this test, the sheathing system is exposed to the physical conditions in which it can live for 20 years in the laboratory and then subjected to tests to check whether it meets the qualifications. Under-stairs products and collection packages, which are preferred because they are cheap, cause serious problems after the application and the spent money cannot provide the expected thermal insulation and cause the waste to go to the trash.

After deciding which insulation system to choose for sheathing, it is time to determine the thickness of the insulation material together with the application company. When getting quotations from the application companies for the sheathing, the correct calculation of the facade quantity is also important for the accurate calculation of the costs. In a detailed price offer that will be given by the firm that will make the application, it is possible to see the consumption amounts of the materials in square meters and to detect and intervene if there are some materials that are used incompletely before the application starts. In addition, the company's application masters are certified to help achieve the best and trouble-free results. 

It is important to remember that the outer shell of the buildings should be wrapped with thermal insulation while jacketing. Insulation on a single facade of the building is not enough. Again, if the central turns of the openings, such as windows and doors, are not turned with thermal insulation material, these points form important thermal bridges that will cause heat loss. 

A Very Late Development 

- Year 2019 Will Be Required in the EU countries' What is the Value of Passive Houses in Turkey? Is there such an obligation? 

As of 2019, EU countries have agreed to construct all the buildings to be built as Passive Houses.. Today there are more than 12,000 Passive Housesin Germany and 17,000 in the world. When the European Union countries have passed to Passive Houses ayan which catch up to 95 percent of the zero emission cluster with low energy, we are still talking that the buildings are not insulated. In our country, uninsulated buildings consume 20 times more energy than Passive Houses  only for heating and cause both economic and ecological damage. 

Turkey also "passive house has a climate and circumstances that could easily apply these practices in our country, but we can not see yet, unfortunately. Such a necessity is not the case in our country for the time being, but this trend in the world will of course affect us and this obligation will be legally obligatory for us. At least thermal insulation has been made a legal requirement. Even this is too late, but it is a very important development.

- Thermal Insulation Exterior Sheathing How Much Does It Save Yearly? 

Thermal insulation saves an average of 50 percent in both heating and cooling costs. It is possible to save up to 50-60 percent energy by applying thermal insulation to all building components that lose heat in a building, namely roofs, walls, flooring. In fact, these ratios can be increased by using insulated glasses. In short, an insulated building consumes half the energy less than an uninsulated building. Therefore, it consumes less fuel and air pollution is reduced at the same rate. A family who spends an average of 2 thousand 500 TL for heating and cooling in a year can reduce this cost to at least thousand 250 TL. In fact, the thicker use of insulation material, EU standards, quality products and thanks to the correct application of this amount of savings up to 60-70 percent. With the isolation of all non-insulated buildings in our country, it is possible to earn an average of 7.5 billion dollars per year. The fact that 100 thousand new buildings are insulated every year means saving 300 million dollars.

- Is There a Loan Agreement with Banks? 

Currently, Şekerbank has a campaign with İZODER. With this EKOKredi campaign, a relatively low interest rate credit is provided. Yet the house conducted jointly with TOBB Turkey's Halkbank New campaign also important. However, these campaigns need to be supported by the state and made more attractive to consumers. Because the purchasing power in our country is not high. Therefore, the most important work to ease the sector and consumers is the abolition of VAT in insulation products and applications. In addition to this, providing mortgage-like, low interest and long-term insulation loans with the support of the government will be very effective in increasing the thermal insulation applications. 

$ 7.5 Billion Goes Up Every Year 

How does Turkey draw portrait regarding to energy consumption currently?

The monetary value of the total energy use of about 65 billion dollars by Turkey and by importing 74 percent of the total energy we use, we paid $ 48 billion in 2008. 

We use 30 percent of energy in buildings. We spend 82 percent of this energy in buildings for heating the buildings we live in. In short, we are an externally dependent country in energy and yet we are unable to use our energy efficiently. The fact that 90 percent of the 17 million houses in our country is uninsulated and therefore we are throwing 7.5 billion dollars into the air every year is the biggest proof of this situation.

- How should the ideal building standard be? 

An ideal building should be a structure that is heated, cooled, using ultra-low energy and can also keep the energy used for indoor air exchange, lighting and hot water low. In this way, the environment is less polluting, reducing the carbon footprints of home owners an environmentally friendly building ... earthquake-safe, long-lasting, durable building olmayan In short, we can say that an energy efficient, comfortable, economical, safe and environmentally sensitive building standard is ideal. 

In order to provide ideal thermal comfort conditions in buildings, 82 TS 825 Thermal Insulation in Buildings Regulation and Standard was published in 2000 and the regulation was revised as of November 1, 2008. According to this regulation, the buildings are complied with the ideal thermal comfort conditions, energy limits and how they should be elaborated during the design phase are discussed in detail. According to the climate zones, the thicknesses of thermal insulation materials defined in this regulation are clearly defined. The relevant units of the municipalities and the building inspection firms check and approve the compliance of the projects with this regulation. At this stage, consumers consciously question the carrier system of the building according to the same earthquake regulation and check that it meets the energy limits.

- What awaits consumers in the future? 

In the short term, consumers need to prefer insulated and exterior sheathing houses or have their homes insulated. In the future, as we mentioned above, as in European countries, houses that provide maximum energy efficiency and even consume no energy and reduce carbon emissions to zero are waiting for consumers.
