Sound Insulation.
1) Applicable Laws on Sound Insulation
TS 2381 (05.04.1976):
Evaluation of Sound Insulation in Houses Regulation on Assessment and
Management of Environmental Noise / published in the Official Newspaper no.
25862 dated July 1, 2005 Health and Safety Regulation 'Noise Regulation an
published in the Official newspaper No. 25325 dated 23 December 2003 “Vibration
Regulation published in the Official
newspaper No. 25325 dated 23 December 2003“
Regulation on Health and Safety Conditions in the Use of Work Equipment.
Regulation on the Use
of Personal Protective Equipment in the Workplace an published in the Official
newspaper dated 11 February 2004 and numbered 25370 Regulation on Procedures and Principles of
Occupational Health and Safety Trainings of Employees ”published
in the Official newspaper dated 07 April 2004 and numbered 25426”
2) Ongoing Legislation and Standards
Environment and Forest
Ministry "Integrated Harmonization Strategy for the Environment for the
Republic of Turkey Project" within the scope of the directives on noise in
EU Acquis in the process of harmonization of Turkish Environmental Legislation,
published in 1986 Noise Control Regulations were repealed Regulation
"Evaluation and Control of Environmental noise has been published.
Although this regulation is an important instrument in combating noise, other
tools that the regulation requires such as noise maps have not been prepared
yet.
Noise maps are in
progress.
3) Compliance with EU
A part of the
standards related to sound insulation measurement procedures established in the
EU have been translated by TSE and published as Turkish standards. Therefore,
it can be said that the measurement standards are partly in line with the EU.
TSE is working on other non-harmonized measurement standards.
4) Standard Lack
There is no European
standard for sound insulation materials, which describes the characteristic
information of sound insulation materials, including testing, marking and
labeling procedures. Following the establishment of European standards for
sound insulation materials, these standards will be harmonized by TSE. On the
other hand, the standard series EN 12354 - 1,2,3,4,5 and 6, which have been
completed and published in the EU and which provide approaches for the
calculation of the acoustic performance of the building elements, must be
harmonized immediately. In our country, there is no common calculation
procedure used by designers to calculate acoustic and acoustic performance of
building materials. The lack of a common calculation procedure is a major
shortcoming, as acoustic and sound insulation details need to be solved at the
design stage.
